What moves the GBP to SAR rate
The single most useful thing to understand is that GBP to SAR is not a UK-versus-Saudi story at all. Because of the dollar peg, it is a pound-versus-dollar story the riyal rides along with.
1. The dollar cross is everything. The riyal tracks the US dollar at a fixed 3.75, so GBP to SAR moves almost entirely on GBP/USD. Anything that strengthens the dollar globally strengthens the riyal against the pound automatically. Anything that hits sterling, as the 2022 mini-budget did, sends the pair the other way within hours.
2. Bank of England versus the Fed, not versus Saudi. The Saudi central bank (SAMA) imports US monetary policy to hold the peg. The tightened cash-declaration limit. As of 2026, Saudi customs (ZATCA) lowered the threshold for declaring cash, gold and valuables at the border from SAR 60,000 to SAR 40,000, roughly £8,000. Cross with more and fail to declare it and officials can seize the assets for up to 72 hours, with fines of 10 to 25 percent for a first offence and up to 50 percent for repeats. The 2026 foreign-property law. From 21 January 2026, a new Law on Real Estate Ownership by Non-Saudis lets foreigners buy in designated zones, and resident Iqama holders own one home for personal use outside them (not in Mecca or Medina). But selling carries a new transfer fee of up to 5 percent on top of the existing 5 percent transaction tax, a combined 10 percent burden on disposal. Budget for it before you buy.
Hajj and Umrah FX. The UK's Hajj allocation has fallen sharply, from around 25,000 pilgrims pre-pandemic to roughly 3,600, and pilgrims must now book through the centralised Saudi Nusuk platform rather than UK agents. Expat banking runs on the Iqama. For British expats, access to a local Saudi bank account, and the ability to send savings back to pounds, is tied to holding a valid Iqama residency permit. Keep it current before you plan any large repatriation.
