Xoom, a PayPal service, is built for one job: getting money to family abroad fast, paid out as cash, to a mobile wallet, by UPI or straight into a bank account.

It funds from your PayPal balance or a linked card and pays out across 160-plus countries, often in minutes, which is handy if you already live inside PayPal.

The cost is the trade. Xoom puts most of its margin in the exchange rate, roughly 1 to 3 percent above mid-market, so if your recipient is banked, Wise is usually cheaper.

How Much Does Xoom Cost to Send Money?

Xoom's exchange rate and margin

Xoom puts most of its cost in the exchange rate. Across its network the markup runs roughly 1 to 3 percent above the mid-market rate, and on some thin corridors it has been recorded as high as 4.5 percent.

The margin shifts by destination. India, a high-volume corridor, runs tight at around 1 percent, while the Euro is wider at roughly 2.4 percent.

Here is the catch. Xoom often shows you a £0 upfront fee, so the transfer looks free. The cost has not gone away; it has moved into the rate, where you are far less likely to notice it.

Fund by credit card and your own bank will likely treat the transfer as a cash equivalent. That triggers a separate cash-advance fee and interest from day one. It is the most expensive way to send, and the cost lands on your card statement, not your Xoom receipt.

The £0 fee reads well. But the gap to mid-market is about 1,330 rupees on £1,000, which is the rate margin doing its quiet work. Cash pickup uses a similar rate, sometimes with a small funding fee on top.

For the Euro the gap is wider. We checked a £1,000 send to the Eurozone at a rate near 1.125 against a mid-market 1.153, with a small flat fee of roughly £1.99 to £4.99, so your recipient lands near €1,125 rather than the €1,153 the mid-market would give.

Who Is Xoom Best For?

Sending money to family overseas

This is what Xoom is for. If a relative collects cash, tops up a GCash wallet or receives by UPI, the money can land in minutes.

That speed is what counts when someone is waiting on rent or an emergency. The catch is cost over time: a 1-3% margin on every send compounds, so for regular remittance a mid-market provider often keeps more rupees or pesos in the family.

Business and supplier payments

This is a hard no. Xoom explicitly forbids business and commercial transfers, so it is simply not an option for paying an overseas supplier or contractor.

If you are running supplier payments, you need a provider built for that job, not a consumer remittance app that bars the use outright.

Large one-off transfers

Not its strength, and the limits make that plain. Xoom caps fully verified UK senders at around €100,000 over 180 days, and it gives you no way to fix a rate.

Picture a property completion months away. A 2% drift in the market would dwarf any fee, and Xoom hands you no forward contract or dealer to lock today's rate. A broker does exactly that.

Is Xoom Safe?

How Xoom protects your money

We checked Xoom against the FCA Register. Since November 2023, UK Xoom transfers are provided by PayPal UK Ltd, authorised as an Electronic Money Institution under FRN 994790.

It keeps your money in a separate safeguarding account, apart from its own.

That is not FSCS protection, so there is no £120,000 guarantee on your money. In an insolvency, safeguarded funds rank ahead of other creditors. For money passing straight through to a recipient, which is how remittance works, that is the normal trade.

Account security and fraud protection

Security leans on PayPal's infrastructure: encryption, two-factor authentication and round-the-clock fraud monitoring.

One point is worth being blunt about. PayPal Buyer and Seller Protection does not cover Xoom transfers. Those schemes are for goods and services, not for sending money to a person.

If you pay the wrong account or get scammed, that protection will not bail you out. Xoom runs its own money-back guarantee, but only if the funds fail to reach the recipient, so treat a remittance as final once it lands.

Signing up and verification. If you already hold a UK PayPal account, you can sign in to Xoom with the same login and fund from your balance or linked cards. Larger sends need ID and source-of-funds checks, so build that time in before a deadline.

App and website. Xoom is app-first, and the store ratings are high. Most people send straight from the phone.

Customer support. Phone and email run 24/7 in English and Spanish. There is no in-app live chat, and the recurring friction is compliance: when a transfer is held for review, the document requests and waits can drag while your family waits too.
