PayPal Review Verdict

Our verdict

PayPal is the most convenient way to send money abroad, and one of the priciest. Almost everyone has an account, and a transfer lands in seconds, but the cost hides in the exchange rate.

The visible fee is small, capped at £2.99 on an international personal transfer. The real cost is a 3% to 4% markup baked into the rate, so your recipient gets noticeably fewer rupees or dollars than a mid-market provider would deliver.

There is a second catch. Core PayPal sends only to another PayPal account, not to a bank. Money holds and 180-day account freezes are a known risk, so PayPal suits small, fast transfers far better than a big remittance.

Best for

  • Small, quick transfers to someone who already uses PayPal
  • People who value speed and convenience over the best rate
  • Paying for goods abroad, where Buyer Protection covers you

Look elsewhere if

  • You want the best exchange rate on the money you send
  • Your recipient needs cash in their bank account, not a PayPal balance
  • You are moving a large sum and cannot risk a hold

How Much Does PayPal Cost to Send Money Abroad?

The visible fee and the hidden markup

PayPal earns far more in the rate than in the fee, and we checked both. An international personal transfer costs 5% of the amount, but that fee is capped, so anything over about £60 pays the maximum £2.99.

The fee you do not see is the bigger one. PayPal does not use the mid-market rate. It adds a markup of roughly 3% to 4%, and up to 4.5% on some currencies, so the cost is buried in a worse exchange rate.

How you fund the transfer matters too. Paying from your PayPal balance or a linked bank account avoids extra charges. Funding with a debit or credit card usually adds about 2.9% on top, so the balance route is cheaper.

Receiving and withdrawing

If a friend abroad sends you money in pounds as a personal payment, you usually pay nothing to receive it. If it arrives in dollars or euros, converting it to pounds costs a 2.5% to 3% markup.

Withdrawing your pounds balance to a UK bank account is free, and takes 1 to 3 days. An instant withdrawal to a debit card is quicker but charges about 1.5%, so plan ahead if you can.

Worked Example: £1,000 to India

These are sourced figures dated 27 June 2026, and we compared PayPal against Wise on the same send. Rates move daily, so check the live quote before you commit.

Rate Fee Your recipient gets
PayPal (about 4% markup) ~119.6 £2.99 ~₹119,262
Wise (mid-market) ~124.6 £5.21 ~₹123,964

The mid-market rate was about 124.61 that day. PayPal's visible fee is lower than Wise's, but the rate markup costs you nearly £38 in lost value on £1,000, so your recipient gets roughly ₹4,700 less.

Costs to watch

  • The 3% to 4% markup buried in the exchange rate, the main cost
  • The extra 2.9% if you fund with a card instead of your balance
  • Core PayPal pays only into a PayPal account, not a bank
  • A transfer can be held for up to 72 hours, or longer, during a review

Where Can You Send Money With PayPal?

Countries and accounts

We confirmed PayPal reaches more than 200 countries and 25 currencies. But the reach is uneven. Many countries are send-only, meaning people there can pay for things but cannot receive your transfer or cash it out.

Core PayPal is a closed loop, so a standard transfer goes only to another PayPal account. For a route like sending money to India, your recipient needs their own PayPal account, then has to withdraw to their bank.

Reaching a bank account with Xoom

  • Xoom is PayPal's own transfer service, and you sign in with your PayPal details
  • It pays straight into an overseas bank account, unlike core PayPal
  • It also offers cash pickup, mobile wallets and phone top-ups in many countries
  • Its rate still carries a markup, but it often waives the fixed fee on larger sends

Limits

New, unverified account Receiving capped at about £1,700 a year
Verified account Much higher, once you confirm your bank or card
Xoom bank deposit Up to about $10,000 per transfer, subject to checks
Account holds Funds can be frozen for up to 180 days in a review

Who Is PayPal Best For?

Small, fast transfers between PayPal users

This is where PayPal fits. If you and your recipient both use it, a small transfer arrives in seconds, and the flat £2.99 fee barely matters on a low amount.

For splitting a bill or sending a quick gift abroad, the speed and the familiar app win out over a slightly better rate elsewhere.

Paying for goods from overseas sellers

A genuine strength. When you pay a seller as a Goods and Services payment, PayPal Buyer Protection gives you up to 180 days to claim a refund if the item never arrives or is not as described.

Large remittances to a bank account

Not its job. The rate markup grows with the amount, core PayPal cannot reach a bank directly, and a hold can lock your money, so a specialist suits a big transfer far better.

When another provider fits better

  • You want the best rate on a larger transfer
  • Your recipient needs money in their bank, not a PayPal balance
  • You cannot afford the risk of a 180-day hold
06

PayPal Pros and Cons

Pros

  • Almost universal, so most recipients already have an account
  • PayPal-to-PayPal transfers arrive in seconds
  • The visible fee is low and capped at £2.99 on personal transfers
  • Strong Buyer Protection on Goods and Services payments
  • Xoom adds bank deposit and cash pickup that core PayPal lacks

Cons

  • A 3% to 4% markup hidden in the exchange rate makes it pricey
  • Core PayPal cannot pay into a recipient's bank account
  • Card funding adds about 2.9% on top
  • Account holds and 180-day freezes are a real risk
  • Your balance is safeguarded, not FSCS-protected
07

Is PayPal Safe?

How your money is protected

We checked the FCA Register. PayPal UK Ltd is an authorised electronic money institution regulated by the FCA, under firm reference number 994790.

Money in your PayPal balance is safeguarded, held separately at a banking partner, but it is not covered by the FSCS. So if PayPal failed you would not have the government-backed guarantee a bank gives you, up to £120,000.

Holds, freezes and protection gaps

Be aware that holds are PayPal's biggest risk for larger sums. Its automated checks can freeze an account and hold the funds for up to 180 days, often after an unusual spike in activity, and appeals can drag on.

There is also a protection gap to know. Buyer Protection covers Goods and Services payments only. If you send money as Friends and Family and it turns out to be a scam, you have no recourse and the money is gone.

08

Using PayPal: App, Funding and Support

The app. You send from the "Send and Request" screen, pick the country and currency, and see the fee and rate before you confirm. The money reaches another PayPal account in seconds.

Funding. Pay from your PayPal balance or a linked bank account to keep costs down. A debit or credit card works too, but adds about 2.9%, so it is the dearer choice.

Customer support. Help runs through the app and website, starting with an automated assistant before a human. Reviews often complain that complex disputes are hard to escalate past the chatbot, so expect some patience.

09

PayPal Customer Reviews and Reputation

We read the recent reviews rather than just the score, and the picture splits sharply between everyday senders and the firm's huge scale.

Source Score Reviews As of
Trustpilot (global) 1.3 to 1.5/5, "Bad" ~40,000 Jun 2026
Trustpilot (UK profile) ~4/5 ~7,900 Jun 2026

What people praise: the speed, the near-universal acceptance, and strong Buyer Protection when a purchase goes wrong.

What goes wrong: sudden account freezes with money locked inside, the poor exchange rate on transfers, and support that is hard to escalate to a person.

How Does PayPal Compare?

For sending money abroad, PayPal trades a worse rate for convenience, and you can weigh it against the rest in our money transfer comparison.

If you like the PayPal ecosystem but need a bank payout, our Xoom review covers PayPal's own service that reaches accounts and cash pickup. For the best rate on the money you send, our Wise review shows the pure mid-market route, which landed about ₹4,700 more on our £1,000 India check. Among other app and wallet transfer services our Paysend, Profee and Skrill reviews are worth weighing.

Rates move daily, and we refresh the live figures, so run a live comparison of today's rates and fees before you send. PayPal Business charges far more on cross-border receipts, so compare dedicated international business payments options too.

11

Final Verdict: Is PayPal Worth It?

PayPal is the one to reach for when speed and convenience matter most and the amount is small. A transfer between two PayPal accounts is instant, the visible fee is capped, and the app is one most people already trust.

For that narrow job it is fine, and we rate it 3.0 out of 5. The score reflects the trade you make: ease and reach in exchange for a worse rate and a real risk of holds.

Just know the cost before you send. On anything sizeable the 3% to 4% rate markup adds up fast, core PayPal cannot reach a bank account, and a freeze can lock your money, so use a specialist for a larger remittance and compare the landed amount first.

PayPal FAQs

An international personal transfer costs 5% of the amount, capped at £2.99, so larger sends pay £2.99. The bigger cost is a 3% to 4% markup hidden in the exchange rate. Funding with a card adds about 2.9% more, so paying from your balance is cheaper.

PayPal UK Ltd is an FCA-authorised e-money institution (FRN 994790). Your balance is safeguarded and held separately, but it is not covered by the FSCS, so you do not get the bank-style deposit guarantee. Buyer Protection covers Goods and Services payments, but never Friends and Family transfers.

Not with core PayPal, which pays only into another PayPal account. To reach a bank account, cash pickup or a mobile wallet, you use Xoom, PayPal's own transfer service, which you sign in to with your PayPal details.

PayPal does not use the mid-market rate. It adds a markup of about 3% to 4%, and up to 4.5% on some currencies, built into the rate rather than shown as a fee. That is why your recipient gets less than a mid-market provider like Wise would deliver.
